The mission of the Comprehensive Alcoholism Rehabilitation Programs, Inc. is to provide prevention, education and treatment services through a Continuum of Care, to individuals and families affected by alcoholism, drug dependency and co-occurring disorders, to achieve an abstinence-based recovery.

History – Founded in 1967
In 1967 Peter Fairclough, a recovering alcoholic, founded CARP, Inc. as a private, non-profit corporation dedicated to provide treatment for indigent alcoholics. With a dream and$300 in donations from the recovering community, he opened the first halfway house in Palm Beach County. A Board of Directors was formed which provided leadership and technical assistance as well as assuring that the organization remained sensitive to the needs of the community. In 1972, Peter Fairclough petitioned the National Institute on Alcohol and Alcohol Abuse (NIAAA) for funding. In 1974, NIAAA selected CARP, Inc. as one of six organizations to receive a two year demonstration grant. Fairclough hired Robert Bozzone, an experienced grants manager and clinical program administrator, to implement programming for the grant. Mr. Bozzone had previously operated the first National Institute of Drug Abuse (NlDA) funded drug therapeutic community program in Palm Beach County. Though CARP, Inc.’s major funding was for treatment of alcoholics, the CEO and Board decided to broaden its focus to address the needs of drug abusers.
After the second year of operation, NIAAA reviewed the six projects funded and renewed only the CARP, Inc. grant. Treatment outcome data clearly demonstrated the value of CARP, Inc.’s programming and later it was used as a model for other cities.
Peter Fairclough chose a Chinese proverb for our slogan. “Give me a fish and I eat for today. Teach me to fish and I eat for a lifetime.” This statement emphasizes our mission to motivate, educate and inspire people to enter the lifelong process of recovery.
When Peter Fairclough resigned in 1978, Mr. Bozzone was appointed by the Board as the Executive Director. Over the years under his leadership, Mr. Bozzone increased CARP, Inc.’s funding base and expanded services to include new populations impacted by chemical dependency. With his ongoing guidance, the comprehensive service campus was planned for construction beginning in 1991. Phase IV build-out of the campus was completed in fiscal year 2003/2004.
Peter Fairclough died on February 14, 1985. His legacy is CARP, Inc., a vital community resource. The Board of Directors, the Executive Director and the staff of CARP, Inc. carry forward Mr. Fairclough’s commitment that “alcoholics and drug addicts will recover when treatment is accessible, available and sensitive to their needs”.
Today CARP, Inc. provides a Continuum of Care to residents of Palm Beach County and the Treasure Coast and is one of the largest and most comprehensive chemical dependency programs operating under a single administration in South Florida.
Abstinence, Relapse Prevention and the use of Social Supports
Professional treatment strategies assist clients in achieving abstinence, enhancing life skills, and learning to prevent relapse to maintain recovery with the use of social supports. Methods of treatment include individual, group, family counseling and educational groups. Guidelines for treatment are based on the practices of honesty, open-mindedness, willingness and responsibility. Attendance at 12-step, self-help meetings in the community and Parent and Family Support Group meetings is greatly encouraged. All services are private and confidential.
Customized Care to Meet Individual Needs
CARP, Inc.'s course of treatment and length of stay is customized to meet a client's individual need. Treatment methods are based on what is needed and recommended to match the client to the least restrictive, most appropriate level of care.
